You listed elements of the sound though too. You also said black metal bands don't have to be satanic, and then listed "satanic lyrics" as part of your "black metal checklist". The whole point of genres is to differentiate between types of sounds. Yeah, different subcultures have differing values, but the music is most important if you're gonna spend time defining genres. Venom were obviously a huge influence on BM, but listen to them and they're a speed/thrash band. That's hardly a bad thing.

I did a bit of research and, as it turns out, after Venom began to refer to their music as "black metal" (shortly after the album's release), there was a tendency throughout the 80s, of referring to any "Satanic" metal as black metal. No formal definition existed until the early 90s, when various Norwegian bands began making a conscious effort to distinguish themselves from death metal, which they had grown weary of. Even then, Immortal initially called their music "holocaust metal."

You're forgetting about Mercyful Fate, Bathory and Sarcofago. Technically speaking, those bands along with Venom are the first black metal bands. That and each of them interpreted similar elements in radically different ways.

Yeah Venom may have "named" their 2nd relase black metal, but the word "black" when used in that context simply means "dark" or "evil" So with that said, Mercyful Fate was also black metal & in a way, so was Black Sabbath & Slayer. Venom is the first Black Metal band. The genre called "black metal" now, is derived from the Venom concept of having an attitude, about satan and anything else. Black Metal bands don't have to be satanic or "sound" a certain way. Black Metal is correctly defined by a "whole" concept to the music/imagery/attitude of those playing it. CheckList: satanic/occult/death lyrics, raspy screamed vocals. music are heavily distorted chords/tremolo picking. There you have it: Venom is Black Metal.
