    This song is supposed to hearken back to things like "California Girls" by The Beach Boys moreso than Tom Petty. The Kilroy album was about celebrating rock music of the 50s and 60s in the face of those who would kill it.

    The vocals in the chorus sound like a Beach Boys or Mamas And Papas song to me, and they are meant to.

    As much as I like Tom Petty (his work in the Travellin' Wilburys especially), he did little but rip off Dylan and other things in his music most of the time.

    Kilroy says "A man with a voice most righteous, talking about the sins of society." That could be Dr. Righteous. And, Dennis DeYoung makes an appearance in the HMP music video, as Kilroy protesting Dr. Righteous' show. If you think about it, he mentions that he will keep Rock and Roll alive in Don't Let it End (Reprise).

    @ClassicTVMan1981X Yup; On the LP. But for years i've wondered if he had recorded it earlier for one of the previous two albums. All the other songs on "Kilroy Was Here" seem to mesh up pretty well; They all kinda carry the central theme. Cold War kinda does, but just not like the other tracks.. But thanks anyway!

    This song was chosen as the 3rd and final single off of the "Kilroy" album, because Tommy Shaw did not want his "Haven't We Been Here Before" ballad released (even though there was a promo video for that song). And even so, "High Time" only managed to make #48 in the Hot 100 in the fall of 1983.
