The song has nothing to do with Liverpool but can resonate with all people from Liverpool or Manchester. Despite the rivalry both are left leaning, working class cites obsessed with music and football and have more in common with each other than the south east.
The imagery in the song is true of both Liverpool and Manchester in the 80s that were in a terrible way yet the people remained fiercely loyal to where they lived. Both in their Mersey paradises

It's a tough question. Listen to the lyrics and they're actually very dark, like the 1980s and early 1990s often was for Liverpool. Liverpool isn't laid out like many cities. Apart from an old city museum (which you get in all big cities), it's not classically picturesque - it wouldn't be a choice of tourist destination for me unless you carefully plan in advance so that, for instance, you go to The Cavern and go on a bus trip to see The Beatles houses. Chester is also a pretty city to visit during the day (bit dodgy feeling on a night). And I suspect euphoria's a strong word for anywhere as it's not the 1990s Britpop heyday. Going to Liverpool is like visiting a big port attended by Chinese tourists. For a more quintessentially English feel, try Chester or Blackpool.
