No, it is about people born in 1979 which has these years in the 90s.
@Grev McGrevington Billy Corgan was born in 67 and this song is about his youth. Hence the 70's muscle car that would've been worth a fortune in the '90s. You can also sort of tell the convenient store scene is more that time than '90s.
@miezcom he would’ve been 12 in 1979, and the convenience store looks 90s to me, look at the candid videos someone took at a 711 at 2am in the 90s. And the muscle cars are only affordable by teens in the 90s, not when they first come out in the 70s.

This song works o so many levels. Not only is the instrumentation and guitar work in particular amazing, but also the lyrics and the way they describe the fun and nostalgia of being young. Nostalgia is something we can all relate to, of how great the past is in our memories and nothing captures that feeling better than this song. This song gives me a childhood nostalgia and euphoria that few songs fully capture. Thank you Billy Corgan.
