So, eight or nine years ago, we wandered into Uncle Billies BBQ at the Oasis Restaurant on Lake Travis in Austin, Texas one Saturday night. This guy sets up and begins his set. 1 man band. Bass drum built into a suitcase.

To the "hasn't made it in the music industry" comment: Pretty sure this type of music is specifically "anti-industry" as such. Have you ever listened to his song "Word of Mouth"? Another of his great oldies. https://www.youtube.com/watch?v=LDvsTedIUMY
Having said that, that's not to say he's not been successful in certain touring circuits which suit his style - not everyone listens to strictly mainstream music. Folk throughout history has been extremely influential to other genre's - and while currently maybe not the most popular it's undertones and often even lyrics can be heard through other artist as well.
I'd say Shakey has laid his place firmly enough in history by painting some beautiful pictures with word and tone, essentially immortalizing parts of this time and "his"story. Americana/Folk evolution at it's finest told through the eyes of an eager young man.

I mean, good song, and it's a great portrait of che, who has some descent poems and all, but it takes all of 5 minutes to realize that che was a huge piece of shit, might as well have a hitler, mau, castro, Kim Jong-un, or Stalin portrait. College kids think its cool I guess.

That obviously does not help your quest, so if you are not familiar with Bob Dylan's songs, you might try a few of them, especially his earliest ones.
Oh, yeah -- be sure to check out John Prine if you're not already familiar with his work. Also, maybe Rodney Crowell's "Highway 17".
I would say it's Country Blues, or Delta Blues, with a decent dose of Americana, and maybe a hint of Goth Country. He's talented enough to draw from a few traditions and come up with his own style, but I think what's probably standing out for you is that distinctive guitar sound. That's open D tuning on a parlor guitar, I'm pretty sure. It's like somebody boiled the South down to its primal essence and poured it into a string instrument. I think most of us are used to hearing it played with a slide.
Dunno how to direct you to find more music like this. Maybe Colter Wall, or just do a search on YT for Americana.
