You are correct. Mandel is playing but the video was made after Ron Wood was selected as the replacement for Mick Taylor. So they just made lots of rapid cuts to conceal the fact that neither guitarist is actually playing the solo you hear.

Harvey would not have fit the band. Too much his own style. Very jazzy!
