Not hardly. Ministry are industrial influenced rock/metal. Check out artists like SPK, Throbbing Gristle, Controlled Bleeding, Maurizio Bianchi, etc., for an education in industrial music 😉

This isn’t industrial music tho. They definitely didn’t invent it, but they created a kick ass hybrid of industrial and metal.
