It would have been in the late '90's... they were still a guitar-driven, heavily psychedelic band in the early '90's, with David Baker on vocals.

Me too. Sad. I heard this by chance on an NME compilation tape when it came out. I was drawn to it, even though I knew Mercury Rev's first album, which was radically different than this. Anyway, I ended up hearing this on the radio in Switzerland with...the "one". driving through the Alps in the evening. I was shocked to hear it in a foreign country. Sadly, it was prophetic to the relationship with her, the mother of my child. I have still, nor think I will ever recover. A song that says it ALL.
