One reason that minorities tend to vote Democrat is that the Republican Party is where supporters of the Confederate flag reside. Many Republicans are not comfortable with racists or quasi-racists in their party. But, Republicans rarely challenge these very hateful people or their ideas. And Republicans have increasingly built up a reputation, especially since Reagan, of being subtly racist in public and even more so in private and within their political strategy (examples: voter fraud legislation to combat a nonexistent problem, gerrymandering districts and the many decades long Southern Strategy). As an ex-Republican who has lived in CA, NC, AL and GA, I have seen this first hand over and over.
These patterns of allowing inhumane beliefs and practices to grow within the Republican party led to aspects of Reagan's political career that were specifically detrimental to blacks. I think there were many good things about Reagan, but one thing that wasn't virtuous was his insistence on speaking up for "states rights" and applying approaches to politics that served the same tradition that created the Confederacy, early 20th century indentured servitude and segregation.
