basically, it's a woman who is still in love with somebody who no longer talks to her.
it's just her saying that she wants things to go back to how they were (being together), speed up to when she is over this and no longer in pain (time make it go faster), or to bring her lost love back to her (come back to my happy heart).
the ending is especially special because she says happy heart, but the entire mood of the song is sad. the outtro "oooooh" is also happier than the other ones, but ends on a sadder resolve note.
