The quick interchange up and/or down a scale is colloquially known as riffing, the buzzing voice thing is vibrato, they're things most people would be able to do with training, but there are a lot of people who do it really badly (technically speaking), e.g. when it's really airy and sounds like they're just panting or something; but with the right training I'm sure it's perfectly achievable :))

From my limited vocal training, I would call that vibrato or trills. but the easiest way to learn it is what XDMERELXD says, just trying out yourself, maybe singing with the Kelly until you match her. Or googling vibrato techniques :p

I honestly don't think this technique has a name. If you're longing to do this yourself, my advice would be to listen very closely, and then to try. Keep going untill it works:) It worked for me.
