and the eunuch of Acts chapter eight wasn't permitted to be baptized until he first BELIEVED on Christ (Acts 8:37-38).
The point of that story is that he wasn't saved upon belief only. He had to take it a step further and be baptized for the forgiveness of sins. Acts 2:38
James 2:19 "You believe that there is one God. That's fine! Even the demons believe that and tremble with fear."
Does this mean that water baptism isn't important? No, it does not. Water baptism is very important, for it pictures the death, the burial, and the resurrection of Christ. I Peter 3:21 tells us that it is a "figure." Obedient Christians will submit to water baptism, but they should never confuse it with their salvation. Remember, the repentant thief was saved WITHOUT being baptized in water (Luk. 23:42-43),
You may say that baptism has nothing to do with salvation, but listen to the words of Jesus in Mark 16:16 "He that believeth and is baptized shall be saved."
Jesus had the power to forgive sins, heal the sick, and raise the dead. When he told the repentant thief that he would see him in Paradise, he was fulfilling his own promise in Matthew 28:18 "Then Jesus came to them and said, "All authority in heaven and on earth has been given to me."
It is not a water baptism, for water baptism places no one into the body of Christ. A person is saved by grace through faith (Eph. 2:8-9). Paul said that Christ sent him not to baptize, but to preach the gospel in I Corinthians 1:17, and "the gospel" does NOT include water baptism (I Cor. 15:1-4).
You might want to read I Peter 3:21 again....
"And that water is a picture of baptism, which now saves you"
A person is baptized by the Holy Ghost the very moment they receive Christ as Lord and Savior (I Cor. 12:13). This particular baptism is a SPIRITUAL baptism, and it should never be confused with WATER baptism (although it usually is). This spiritual baptism can be found in I Corinthians 12:13, Ephesians 4:5, Romans 6:3-4, and Galatians 3:27.
The word "baptism" was created by scholars interpreting the original Greek manuscripts. The more literal translation of the original word "baptizo" in today's language would be "immersion in water." We are "spiritually baptized" when we enter the water a sinner, and through faith we come up out of the water a new creature. II Corinthians 5:17

But do you think that the being baptized in Jesus name and recieving the Holy Ghost was essentail in being saved according to that scripture?
Well, it looks like the Apostles spoke God's truth, and the people then became convinced that Jesus is the Son of God and that they sinned against Him. So, this conviction and faith in Jesus led them to accept Jesus as their Lord and Savior.
