After thinking about it for a while, I think Janis was the real villain.

- She took advantage of and corrupted Cady's trusting nature and limited understanding of social norms to infiltrate and ruin the Plastics. In turn, Cady transformed into someone slightly worse than Regina George. Janis didn't think to keep her grounded, and then got angry when her creation grew beyond her control.

- She caused Cady to fundamentally change the person she was to fit her plan, up and including letting her grades slip to become closer to her crush, Aaron, to cause him to break up with Regina. Janis used Cady's emotions to her advantage.

- She provoked Regina into haphazardly publishing the Burn Book and inciting a riot. The book would likely have never seen the light of day, but Janis's plan worked too well, and it backfired in everyones' faces.

- She manipulated Cady, Regina, the Plastics, and eventually, the entire school, all to get revenge on one person.

Although Janis's plot had a favorable outcome, she was not an innocent party at all. She was the puppetmaster, and she played everyone around her like a fiddle.

wait, how exactly did Janis provoke Regina into publishing the Burn Book? She was definitely 0 part of that - she’s not even in any scene around that until she finds the papers on the floor with Damian?

I love this movie, makes me wheeze every time I watch this.

Janis didn't manipulate Cady into ruining Regina's life. Cady ran to her for advice because Cady knows that Janis knows Regina too well. Well enough to make a plan on how she can bring Regina down and succeed.
