It's open to interpretation, however my interpretation is that back in the days before centralized government people were truly free, and now everything seems to be a crime no matter how minor. Another thought, is that they're talking about the gypsy people and how people have frowned on the gypsy lifestyle saying it's full of crime, when they're just embracing their ancestors and in that time there was no such thing as crime and people were free. Just my take on the whole thing.

I hate to look for the lyrics of this song because I want to know what Eugene says a the beginning, but in every webpage I look in, it only says 'Ukrainian' -_____-

He says "Heeeeey! Give us the illegal stuff!" (not neccessary drugs or something, can also mean books or movies).
Though he speaks in Russian, not Ukrainian.
Later there is also a phrase "Other people souls are in the dark" (meaning hard to understand).
Also in the end "(I) was sitting dangling my legs, not wanted to work".

Only Eugene is Ukranian, actually all of them are immigrants from various countries... Ecuador, China, Russia, Belorus, Germany etc... Look for the video of their song Immigraniada, and youll see all the members :D

It's probably about a lot of things. Gogol is a socialist (I think with anarchist leanings), so it's probably about immigration, drugs, loitering, vagrancy, certain kinds of trespassing, and a bunch of other stuff that's used to persecute poor and working class people over what is often harmless behaviour.
