wow. do you actually listen to any old school punk! stole the riff? do you7 know how long Fugazi been around? how many people, as an homage, would play FUGAZI;s riffs & bass lines? like the Red Hots, the Beastie Boys and on on on, so when you say they obviously stole something (that came out in the 90's or so), i apologize but it sounds lie your talkjin out the side of your neck, homeboy. check out Minor Threat, Bad Brains (that will mess your dome nice like), Dag Nasfty.... these are all bands from 79 well into the late 80's. never heard of by most but now you'll find these guys on game soundtracks, indie films, commercials etc
