I've always interpreted it as a guy whose girlfriend died and he's trying to locate her ghost

That is correct, the whole album is about a young man falling in love with a ghost-woman who haunted his childhood home.  Pretty cool album storyline.

Don't get me wrong, I love this song, but it sounds like the melody from Van Morrison's Brown-eyed girl. Maybe it's just me. It probably is, but it just sounds like it to me. I still love freelance Whales though.
