Awesome song. Written during the year after Kurt's death (April 5th, 1994).
Just after, Dave Grohl went on vacation to Ireland to try to find relief, and decided there to start the Foo Fighters.
Like a lot of Nirvana fans, i've gone deeply into Kurt's bio, and into the murder theory.
This song talks about Dave's feeling mainly, about Kurt, and Courtney benefitting from his death.

I couldn't find an interpretation to these lyrics on the internet, this is mine, what do you think ?:

I stick it to the mailman = a letter...
I'm pinned against a pot plant = Kurt's suicide note was pinned in a pot plant
I'm sick of all the sun-tan, oily with the ray-ban = a metaphor for the opulent music business industry hated by Kurt.
Take that to the bank and call it a check = That suicide note ("call it a check")... is a jackpot check for Courtney.
Masked without a weapon = That "check" is like a bank robbery...without weapon. But be "masked" not to reveal how you got this check. (A message to Courtney Love ?)
I'm skinny as a spit pan = Kurt's appearance
Dealing with the shit plan = Dealing emotionnally with Kurt's planned suicide ? Dealing with the fact he knows some people pushed Kurt to death ?
Playing with my bad hand = Kurt left-handed guitarist
Just another rock band = Nirvana (Not being essential in Kurt's mind)

Trapped within a contract = Nirvana's contract was very favorable to Kurt (75% royalties)...Courtney inheritance + song rights.

The rest of us were watching Melrose = Dave + Kris watching "Melrose Place", while Kurt went off for 6 months to live a heroin romance with Courtney in 1992. Nirvana was Nb 1 in charts after knocking off Michael Jackson.
I wanna swim in the wattershed = Dave wanna escape... He actually went on a trip to Ireland after Kurt's death.
I wanna listen to the flowerhead = Flowerhead, a grunge psychedelic band. Relaxing, happy music to escape reality.
I lost a gallon and still I bled = Impersonating Kurt's headshot still spilling because of vulture making- money people.
I keep on thinking I get ahead = Dave can't put up with the money business around Kurt's death. He moves on, creates Foo Fighters.
Pissed at all the disc jam = pissed at the business vultures after Kurt's death.
Pissed about the 5-ham = Dave is fed up with bad music on the radio, wanna make his own good music.
Pissed about the green state = Referring to his mourning trip to Ireland, probably got fed up, went back to create Foo Figters.
I miss it and I can't wait = he's eager to start playnig music again.
Hey man can't you tell it's still a problem? = Would Kurt think it is a betrayal to start a new band 1 year after he passed ?
See you at the devil's tower = Dave will meet Kurt again when he's dead, for now he has go on living.

Interesting theory.

The 'green state' is more likely to refer to Washington (the Evergreen state) where Dave comes from.

Devil's Tower is a mountain in Wyoming. It featured in the 1977 movie 'Close Encounters of the Third Kind'. Dave was into UFOs/aliens particularly on this first album.

Ah classic foo fighters. Most people don't remember this album. It was perfect. And this is my favorite track from it. Still playing hard fast music. Beautiful.

Because its an ode to the legendary Mike Watt, who Grohl toured with in 95, alongside Eddie Vedder. Mike Watt was one of the main reasons Dave Grohl continued performing after Cobain died.
