It was written to romanticize and make the life of farming more appealing, the Lark being a bird that lives primarily in farmlands- it is comparing the song flight Larks do to attract a mate to the Plough-boy. But essentially you summed it up well.
I've always had a grand fascination with Irish music and this is by far one of my top 3 along with by the rising of the moon and lots of little soldiers
