    The genius of this is that the writer could have had her say "it's next to my heart, where you'll never be" but chose to say next to my liver. Comical genius indeed. Barney had a keen ear for the good songs.

    Lights are a slang term for the offal off an animal, heart, lungs, liver and kidneys. So when the Guard asks "where are your lights Miss" she reply's, "next to my liver, where you'l never be".

    Lights is the nickname for the offal parts, heart, liver and lungs.

    Flashlight or reflective bicycle light when riding at night would be kept somewhere around your waist (around to your liver when leaning forward on a bicycle). As a policeman he is reprimanding her for not having her reflective light (but he is really just using this as an excuse to hit on her). She says it's right here "next to me liver where you'll never be," meaning "you are never getting into this p*ssy so give it up already."
