    According to some Searching, this is a cotton-packer's song--strict rhythmic cadences like this are usually work songs. "Marengo" was the name of a stevedore, who would toss or "fire" cotton bales down into the hold of a ship where the skilled stowers would pack them in as tightly as possible. "Put him down where he belongs", "screw him in and there he'll stay", etc.
