Jerry said in a podcast that Mark's tinkering with sequencing a Fairchild workstation was really when the band lost it's pulse. I feel like this stuff was far too polished and if it wasn't for the further elaboration of the theory of devolution this wouldn't really be strong enough for an album track.
I'm not a fan of this track either, but I like the rest of Shout well enough. I actually tend to prefer some of their later albums - Oh No! is my favorite - but I agree that the production lets this one down.
Only so much can be done for Total DEVO without rewriting the songs...

There's a part in the beginning of the song that reminds me a little of Jupiter: The Bringer of Jollity from the Planets by Holst.

...And no less so now, just one month before 2019 rolls over into 2020, marking 48 years after DEVO came into being in 1972 (the 21st century, which seemed so far off when I was a boy in the 1970s, is already very nearly one-fifth over!).
