It's Interesting that this Song is in 11/8 meter, the only other tune I can think of that is in this meter is "The Eleven Jam" by the Grateful Dead, first performed in 1967! Kudos to these guys for being able to play in such a difficult meter!!

They kind of let me down after the second album. Then I saw an interview with Jerry (Oral History of Devo... look it up!) where he said they KNEW they were going to go downhill--it was just the confirmation of their worldview. And I thought, hey yeah, that's right. It made me very happy.

Have been trying to learn this song on the bass and it's giving me fits! The timing is so weird but I'm getting closer.
It's essentially 11/4 in the verse and 4/4 in the refrain. If you want to break it down, it's 4/4 then 7/8 for the verse.
Try to learn Out of-Synch after this, it's so un-intuitive.
