It's an absolute tragedy that this masterpiece was never sang live. Like Lady Grinning Soul which was never played live. Unbelievable. I'm hoping one day in the not too distant future, the sessions video recordings are released. I've no doubt that some sessions were recorded. He did it with all of his latter albums.

I heard it was inspired by how poorly and horribly Bowie's ex friend Morrissey treated him, however that could be wrong
Hearing the lyrics and some reference some people have claimed that the song goes about a spy in the cold war. How they betray people who trusted them, and even referencing the murder of a Russian journalist with an umbrella needle that had poison ("They'll come such assassin's needle on a crowded train").
Bowie was reading a lot of books about war, and you could tell quite easily. The Next Day had a lot of social themes (Like gun control on "Valentine's Day" and useless wars in "I'd Rather Be High") and it's no surprise that this also talks about something like that.

@sammavacaist Probably, Bowie always liked to play with his lyrics, so it ain't far fetched to think of it as a metaphor and nothing else, but a lot of the elements in the song can also reference the cold war.

It still amazes me how Bowie reaches so far. So we see all these comments about what people love about this song. Then there are those who favor "Heat" or "Dirty Boys" etc. I never heard a bad Bowie album no matter what the media has written, they've proved to be clueless beyond repair, one just needs to look at the reviews of Low. How this wasn't released as a single bewildered me! Easily my favourite song on the album and the one I appreciate the most, shame it will slip through as another album track - it is however, in my view the star of the album. Very few can write a song like this in their sixties...perhaps Dylan but...wow love this track
