Obviously, the literal meaning is a flood where the water keeps rising. Ruining the land.

But I like to think it's a metaphor for things getting more and more out of control. The "rising water" doesn't show signs of stopping, they're almost in over their heads, and all they can do is sit back and "enjoy" the ride.

I'm not gonna look up the meaning because I like to interpret it this way.
