I belive it's about Jerry himself. He is reflecting on his rock star status and the impression that his parents and upbringing had on him. The theme of his own alcoholism is also present. I believe that the title is supposed to be like a measurement. Therefore it would represent coming short by a small amount.
The commander was layne. The defender was jerry. Just realized it took me 16 years to figure that out.

I just don't know. I'm just not trying to fall into the "this song is about Layne" trap. Jerry has so much depth to his songwriting and story telling. I would agree the 2nd half of this album was heavily impacted by Layne's death. This song has a main theme of lives being wasted. I believe that the song may not be necessarily be ABOUT Layne, but heavily INSPIRED by his life and death.
Kevin McGraw nothing about this song is about Layne. Jerry has stated that the song and much of the album is his autobiography. The only songs about Layne are 'Bargain Basement Howard Hughes' and 'Pig Charmer'. The clue in Pig Charmer is 'Satan hoofs' which was Layne's nickname to Jerry. The song 'Gone' was for Randy Castillo Ozzy's drummer who was a good friend of the band and Mike Inez's long-time pal. he passed away from cancer around the time Jerry was finishing the album.
