It's a drum loop called the amen break. These artists were not groundbreaking, they were products of record companies recycling beats from the 1960's.

I think it's honestly supposed to be a filter. Their music is packed with talent and very genuine, but you wouldn't know that. Because they don't want you to know that. Not with a name like Butthole Surfers.
It's a filter for music critics and elitists, because despite being goofy and ironic these motherfuckers are smart. And they know that music critics have no business judging anything.
If you thought they were a one-off joke band, then you got subverted by artists who saw you coming from a mile away and didn't want your presence regardless.

So that's my analysis on the Butthole Surfers.
