Probably 1979 in reality, since the album was released on 10th January 1980. It was most likely already in the warehouses before Christmas 1979, waiting to be released in the new year.

It's a Science Fiction song, so not about anything real. The whole album is about a futuristic Age Of Plastic.

Basically, about this guy named Johnny, and he's riding on this monorail.
There was a video a few years back of this song with the Disney monorail. Used to show it to my grandsons when they were young and going to Disney every year or so. They loved it then. Very catchy tune.
