It sounds like John Cale because it is him singing. It's the penultimate song from the duo-album Wrong Way Up, so it actually should be Brian Eno & John Cale.
Actually this came out two years before Wrong Way Up and was only added as a bonus track when that record was reissued. On the Married to the Mob soundtrack this is credited to Brian Eno (and this indeed him singing) who also produced the track and the only other player credited is Daniel Lanois on steel guitar. And if you check the credits on the reissued Wrong Way Up you will see this song is credited to Brian and Daniel only on that release as well. Cheers!
