It's possible it's referencing both. Glass is the official lyric yes, and it does say down the hatch ie drinking, but it is about a shooting at the same time, just not a school shooting, some form of hostage taking which results in the death of the gunman - 'your destination is a chalk outline.' I believe it to be about the lack of support available to hard criminals which results in them re-offending and returning to prison. 'The dirt keeps pulling me down.' That's my take on it.
