Of course Richard Manuel is singing this. How can you not hear that? Richard sounds like Ray Charles. Rick Danko does not. I love Garth's organ on this. But I always love Garth's organ.

Manuel – vocal, piano; Danko – bass. Recorded in Woodstock, 1967. Overdubbed 1975: Robertson – guitar; Hudson – organ, saxophone; Helm – drums.
Manuel and Danko laid down the basic track in Woodstock in 1967, according to Griffin, and the contributions of the rest of the Band were overdubbed eight years later.[5] Critic Dave Hopkins notes that the demo version included as a bonus track on the 2000 Music From Big Pink reissue is the same performance, without overdubbing.[6] Griffin calls the song "charming in its own right", but says it would not have fit in on the original Music From Big Pink because it was all too obviously from their past: "an up-tempo bluesy number that the Hawks might have played" in rural Ontario in 1964.[7] Barney Hoskyns describes the song as one of the Band's early recordings that revealed "the breathtaking scope" of their musical range; he praises "the rollicking bar-room R&B style" of the performance.[8]

This is Richard Manuel singing without a doubt. He wrote it, he sang it. I do know that it took me years of listening to the Band to distinguish between Rick and Richard and if you listen to Moondog Matinee, specifically "A Change is Gonna Come" I always thought it was Richard (as Richard used to do all the soul material) but it is in fact Rick. But in this Case it is 100% Richard Manuel. Gotta love him.
Richard Manuel on vocals here. Early on, Rick and Richard could sound somewhat similar in the higher registers. Richard uses Ray Charles type phrasing a lot; Rick is a bit more country influenced.

Levon would've been right for any of The Band's tunes. His voice just fit what they were doing.

There's surely other documentation confirming it, but also the tonal qualities of the two singers (Rick and Richard) are very distinct. Rick has a slightly more strident and nervous quality to his voice, where as Richard's is generally smoother (and also fuller in his low range).

Rick's and Richard's upper register voices had certain similarities early-on with The Band, but less so as Richard's voice coarsened over the years. This song is an example of that similarity, and this one happens to feature Richard on lead vocals. Rick would have sung it well.
